EU dispute resolution

The European Commission provides a platform for online dispute resolution (ODR):

Special clause for memes:

Memes, parodies etc. will be allowed EU-wide in the future!

The directive gives users the ability to freely use content for the purpose of quotation, criticism, review, caricature, parody or pastiche. Under the new rules, member states must implement these exceptions in their national legal systems. This will ensure uniform protection of users’ rights and interests across the EU. Specifically, this means that users will be able to upload content such as memes, GIFs and reviews to the Internet without fear of infringing copyright in any Member State. Previously, the exceptions to copyright for these purposes were only optional; so member states were free not to apply them. Under the new Copyright Directive, this is no longer the case. Once the directive is adopted, member states are required to allow use for such purposes. Rights holders and platforms must also ensure that users have this option, as Article 13(5) of the draft regulates. This is a particularly important step for freedom of expression on the Internet.
